Which planet does the Government think they are talking about ?

UNTIL 20mph limits in Urban Areas are enforced , there is no hope for Rural Roads ! Vans are supposed to drive at 50mph on country roads BUT Mr WVM thinks this is the LOWEST speed he can use for his business purposes ! Police resources such as they are , are incapable of enforcing the Urban Areas , why would they go out into the rural areas where there is less traffic for them to book ?
